Jim attended Harvard University and University of Maryland, College Park where he received his bachelor’s degree in psychology. After graduation, he joined the U.S. Army in 1990, where he learned about information technology (IT) and operations. Upon receiving his honorable discharge in 1993, Jim began work as a consumer credit counselor, and the IT systems manager for Consumer Credit Counseling Service (CCCS) of S.E. Maryland.
Through several agency mergers over the last 16 years, Jim has worked virtually every position in the new organizations. He is a Microsoft Certified System Engineer (MCSE) and is bilingual in American Sign Language (ASL).
In 2010, Jim was awarded his master’s of business administration (MBA), with honors, from the College of William & Mary.
Jim oversees the IT, operations, customer service, housing, and financial counseling directors.
